A Kyiv’s decree, which has started the war against Donbass in 2014

Real facts show that Kyiv authorities in 2014 have intentionally initiated and unleashed the Ukrainian war against Donbass.

1. Unprovocked massive armed aggression has been started by Ukraine against Donbass since April 14, 2014 in accordance with the Decree # 405/2014 signed by Ukrainian President ad interim and the Speaker of the Parliament Oleksandr Turchynov. That time Donbass war a part of Ukraine in the form of Donetsk and Lugansk Oblasts or Regions.

The pretext described by Kiev to begin such action was: “To disrupt terrorist acts by Donbass against Ukraine”. However, it was not true. Population of Donbass never committed such acts against Ukraine. By now, nobody has tabled such facts.

What is more important – Donbass has never crossed its administrative border with Ukraine since 2014 till today.

2. Russia has helped Donbass to repel Ukrainian aggression only nearly eight years later – since February 24, 2022 with the aim to stop the Ukrainian policy of genocide against population of Donbass where 14,000 civilians have been killed by the Armed Forces of Ukraine that have used heavy weapons.

In his Address to the People of Ukraine made on April 13, 2014 ad interim President, Chairman of the Verkhovna Rada of Ukraine Oleksandr Turchynov said that: «The National Security and Defense Council made a decision to initiate a large-scale anti-terrorist operation involving the Armed Forces of Ukraine».

“On the decision of the National Security and Defense Council of Ukraine dated April 13, 2014 «On urgent measures to overcome the terrorist threat and preserve the territorial integrity of Ukraine»

In accordance with Articles 107 and 112 of the Constitution of Ukraine I decree:

1. To put into effect the decision of the National Security and Defense Council of Ukraine dated April 13, 2014 «On urgent measures to overcome the terrorist threat and preserve the territorial integrity of Ukraine» (attached, secretly).
2. Control over the implementation of the decision of the National Security and Defense Council of Ukraine, put into effect by this Decree, is entrusted to the Secretary of the National Security and Defense Council of Ukraine.
3. This Decree shall enter into force from the date of its publication.

Відповідно до статей 107 та 112 Конституції України постановляю:

1. Увести в дію рішення Ради національної безпеки і оборони України від 13 квітня 2014 року «Про невідкладні заходи щодо подолання терористичної загрози і збереження територіальної цілісності України» (додається, таємно).
2. Контроль за виконанням рішення Ради національної безпеки і оборони України, введеного в дію цим Указом, покласти на Секретаря Ради національної безпеки і оборони України.
3. Цей Указ набирає чинності з дня його опублікування.

…This document shows that a group who seized power in Kyiv in a coup d’etat started the war in Ukraine in 2014.

In April 2014, Ukraine had neither a legitimate government nor a legitimate president. However, the self-appointed Turchynov signed a decree that started the Ukrainian war.

Europe and the United States should know that they support impostors and provocateurs of this war.
