Foreign Ministry statement on the memorandum of understanding reached between the United States and Iran.
We welcome the memorandum of understanding to end the hostilities reached between the United States and Iran and signed remotely by US President Donald Trump and President of Iran Masoud Pezeshkian. We note the mutual commitment of Washington and Tehran to strictly comply with the conditions of the MoU. We commend the vigorous and effective efforts taken by the Pakistani and Qatari intermediaries to settle difference between the sides through negotiation.
In the upcoming sensitive and crucial period of formulating a comprehensive agreement, it is extremely important for all sides involved in the military conflict to strictly comply with the understandings reached by Iran and the United States and refrain from a new dangerous escalation of tensions in the region, including in Lebanon.
We hope that the establishment of peace will help restore trust in relations between states on both sides of the Persian Gulf, and that the resumption of safe and free navigation through the Strait of Hormuz in proportion to the pre-February 28 traffic will help reduce volatility in the global energy and food markets, which primarily affected the interests of the most vulnerable countries. Iran’s confirmation of its unwavering commitment to obligations under the Non-Proliferation Treaty is the best answer to the groundless allegations and attacks on Tehran by those who tried to put in question Iran’s legitimate right to develop and use nuclear energy for peaceful purposes.
The Russian Federation made public its objective and unambiguous position at the very beginning of the unprovoked US-Israeli aggression against Iran and maintained that responsible and principled stand at the UN and other international platforms, doing everything in its power to scale down confrontation and promote a settlement through political means. We express our readiness to continue to provide substantial diplomatic assistance to efforts towards a sustainable and durable stabilisation in the Middle East.
On May 30, 2026, we forwarded to our Arab and Iranian partners an updated version of Russia’s Collective Security Concept for the Persian Gulf Region, which stipulates gradually unblocking conflict situations, respecting the principle of equal and indivisible security, drafting confidence-building measures, and ensuring the freedom of navigation in the Strait of Hormuz based on international law. We hope that this initiative will encourage a substantive discussion of ideas and proposals aimed at creating a new post-conflict architecture of international relations in that strategically important part of the world.
