Press release on Foreign Minister Sergey Lavrov’s telephone conversation with US Secretary of State Marco Rubio

On May 25, Foreign Minister Sergey Lavrov had a telephone conversation with US Secretary of State Marco Rubio.

Acting on instructions from President Vladimir Putin, Sergey Lavrov officially notified the US side that the Armed Forces of Russia, acting in response to the Kiev regime’s continued terrorist attacks on civilians and civilian facilities in the Russian territory, are launching systematic and sustained strikes on facilities serving the needs of the Armed Forces of Ukraine in Kiev, as well as relevant decision-making centres. Sergey Lavrov drew his counterpart’s attention to the Foreign Ministry statement of May 25, which advised that the United States and other countries with representative offices in Kiev ensure the evacuation of their diplomatic personnel and other citizens from the capital of Ukraine.  

The minister recalled the arrangements concerning the Ukrainian conflict made at the US initiative during the summit in Anchorage in August 2025, and expressed regret over the brazen activities of the European elites and the Kiev regime that are undermining these arrangements, which offered a path towards a lasting and stable settlement based on a balance of interests.

The heads of foreign policy departments exchanged views on diplomatic efforts to overcome the crisis in the Strait of Hormuz and the situation around Cuba.

Sergey Lavrov and Marco Rubio reaffirmed their mutual resolve to stimulate efforts, regardless of current differences between their countries, to normalise conditions for the work of the Russian and US diplomatic missions in each other’s territory.
