Russia-Kazakhstan talks

Vladimir Putin held talks with President of Kazakhstan Kassym-Jomart Tokayev at the Palace of Independence in Astana.

The talks began with a restricted-format conversation and continued in an expanded format.

The consultations were preceded by an official welcoming ceremony. The presidents of Russia and Kazakhstan welcomed the delegations of the two countries, and the anthems of the Russian Federation and the Republic of Kazakhstan were played.

During the visit of the President of Russia to Kazakhstan, Vladimir Putin and Kassym-Jomart Tokayev attended presentations of joint bilateral projects. The heads of state and members of their delegations viewed video reports on industrial cooperation, the launch of two-way cargo shipments using autonomous trucks between Moscow and Astana, as well as the reintroduction of the Amur tigers brought from Russia to Kazakhstan.

In addition, the two presidents held a ceremony marking the launch of the project to build the Sirius Centre for talented children in Astana. Vladimir Putin and Kassym-Jomart Tokayev saw a video presentation on the laying of a capsule at the site of the future educational centre.

After that, the Palace of Independence served as the venue for the signing and exchanging of bilateral documents. Vladimir Putin and Kassym-Jomart Tokayev signed the Joint Statement on the Seven Foundations of Friendship and Neighbourliness between the People of Russia and Kazakhstan.

The bilateral documents signed during Vladimir Putin’s state visit to Kazakhstan include intergovernmental agreements on the basic principles and terms of cooperation for the construction of a nuclear power plant in Kazakhstan, as well as on the provision of a state export loan to the Government of Kazakhstan to finance the project; on the establishment and operation in Kazakhstan of the Kazakhstan-Sirius international secondary school and the Kazakhstan-Sirius centre for gifted children and young people; and on expanding cooperation in the oil sector.

A number of interagency documents concern, in particular, cooperation in combating the legalisation (laundering) of proceeds from crime and the financing of terrorism; countering fraudulent activities in the banking sector; advancing digitalisation in transport; and cooperation in the regulation of nuclear and radiation safety for 2026–2030.

In addition, the parties signed a roadmap for practical cooperation between the Federal Service for the Oversight of Consumer Protection and Welfare (Russian Federation) and the Ministry of Healthcare of the Republic of Kazakhstan, as well as a joint action plan between Russian Railways and Kazakhstan Temir Zholy for the development of digital technologies in freight rail transportation.

The presidents of Russia and Kazakhstan also made statements for the media.

In conclusion of the President of Russia's state visit, Vladimir Putin and Kassym-Jomart Tokayev planted a tree on the Alley of Eternal Russian-Kazakhstani Friendship in the centre of Astana.

The Russian delegation at the talks included Foreign Minister Sergei Lavrov, Deputy Prime Minister and Chair of the Russian part of the Intergovernmental Commission for Cooperation between the Russian Federation and the Republic of Kazakhstan Alexei Overchuk, Deputy Chief of Staff of the Presidential Executive Office Maxim Oreshkin, Deputy Chief of Staff of the Presidential Executive Office – Presidential Press Secretary Dmitry Peskov, Aide to the President Yury Ushakov, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of Kazakhstan Alexei Borodavkin, Minister of Justice Konstantin Chuychenko, Minister of Sport Mikhail Degtyarev, Minister of Natural Resources and Environment Alexander Kozlov, Minister of Education Sergei Kravtsov, Minister of Transport Andrei Nikitin, Minister of Economic Development Maxim Reshetnikov, Minister of Energy Sergei Tsivilev, Minister of Digital Development, Communications and Mass Media Maksut Shadayev, and Central Bank Governor Elvira Nabiullina. In addition, senior executives representing several federal agencies, as well as state corporations Roscosmos and Rosatom, Russian Railways, major companies and business associations also took part in the meeting.
