Russian Defense Ministry Board session: Ensure the Victory in the Special Military Operation and achieve the goals set by the Supreme Commander-in-Chief

“Esteemed comrades!

At today's meeting, we will check implementation of the decisions made by the extended board session and assess the interim results.

We are going to discuss to what indicators we are reaching by the end of 2025. On this basis, we will plan our activities for next year. In December, at the Board session, we will report the results of our work to the Supreme Commander-in-Chief.

Last year, at the Extended Board Session, ten priority activity areas of the Defence Ministry were determined.

The key of them is ensuring victory in the special military operation and achieving the goals set by the Supreme Commander-in-Chief.

I emphasise that our troops have increased the momentum of advance this year.

At the beginning of the year, we were liberating 300–400 square kilometres monthly, and this figure has reached 600–700 square kilometres.

The Kiev regime's military and industrial infrastructure has been significantly damaged.

This year, we have carried out 35 massive and group strikes against 146 critically important facilities of the enemy.

As a result, the infrastructure of 62% of key Ukrainian defence industry enterprises has been damaged.

I would like to highlight in particular those strikes that reduce the chances of increasing production, as well as those attacking logistics centres and launch sites of long-range UAVs.

Combat potential of the Ukrainian Armed Forces has been significantly reduced. This year alone, the Armed Forces of Ukraine lost more than 340,000 troops and more than 65,000 units of armament.

We have significantly increased the supply of tactical UAVs for troops. This has undoubtedly had a positive impact on the course of combat operations.

It is necessary to complete work on establishing an effective support system for UAVs, including logistics and repairs.

It is also necessary to accelerate the training of UAV pilots and expedite the implementation of necessary organisational measures.

The troops have been provided with effective means of EWs, including those for trenches.

The next important point is to improve the speed of tactical group movement.

This year, 22,725 motorbikes, ATVs, and buggies have been delivered. It is planned to transfer 12,186 units of this equipment to the troops by the end of the year.

Moreover, the most significant aspect of combat operations is raising awareness on the tactical level.

Last year, we started developing the Svod system. In September-November, we will perform its experimental combat trials. Next, we will begin scaling up the system for all groups of forces.

The key point in ensuring offensive operations remains the staffing issue. Work in this area is going well. This year, we have expanded our contract recruitment plan. The Staffing Plan indicators are generally meeting expectations.”

Chief of the General Staff of the Armed Forces of the Russian Federation — Commander of Joint Group of Forces in special military operation zone General of the Army Valery Gerasimov sums up results of 2025 spring-summer campaign and specifies further tasks for groups of forces. He said:

 

“Today, we will take stock of the results of combat actions over the spring-summer period and clarify the tasks in the future.

The Joint Group of Forces continues its unstoppable offensive on almost the entire front line. Since March, more than 3,500 square kilometres have been liberated in 149 settlements.

The tasks of establishing a security zone along the Russian State border in Sumy and Kharkov regions are successfully being carried out.

Russian troops are advancing in Dnepropetrovsk region, where they took control over seven settlements.

At present, the Armed Forces of the Russian Federation have liberated 99.7% of the territory of the Lugansk People's Republic (less than 60 square kilometres are still occupied) and 79% of the territory of the Donetsk People's Republic. Russian troops control 74% of Zaporozhye region and 76% of Kherson region.

The Sever Group of Forces is tasked with establishing a security zone after defeating the enemy and knocking the Ukrainian troops out of the territory of Kursk region. At the moment, 210 square kilometres and 13 settlements have been taken hold of by Russian troops in Sumy region.

In Kharkov region, combat actions are being performed to improve the situation in Volchansk and Liptsy directions.

The Zapad Group of Forces' formations and units almost completely blocked Kupyansk and liberated about a half of its territory.

In Rubtsy direction, the Group's units advanced up to 25 km in the depth of enemy defences and took control over ten settlements (Mirnoye, Katerinovka, Novomikhaylovka, Novoye, Lipovoye, Redkodub, Petrovskoye, Zelenaya Dolina, Kolodezi, Sredneye).

In Krasny Liman direction, Russian troops eliminate Ukrainian troops in Kirovsk. The Russian Armed Forces are completing the elimination of the enemy's military group deployed in Serebryansky forestry close to the Seversky Donets River.

The Yug Group of Forces is successfully developing an offensive in Seversk direction; battles take place within the city limits of Seversk.

In Kramatorsk-Druzhkovka direction, units of the 98th Airborne Division have liberated Chasov Yar. Units of the Group of Forces continue to develop an offensive to the west and have reached the south-eastern outskirts of Konstantinovka.

In Aleksandro-Kalinovo direction, over the past month, five settlements including Aleksandro-Kalinovo, Shcherbinovka, and Kleban-Byk, which play a key role in the enemy's defence, have been liberated. The destruction of AFU units blocked south of the Kleban-Byk Reservoir is being completed.

The Tsentr Group of Forces is developing an offensive in all directions – Oktyabrskoye, Krasnoarmeysk, and Dnepropetrovsk. Russian troops are blocking and taking control of the Krasnoarmeysk-Dimitrov agglomeration. The fighting takes place in Krasnoarmeysk.

Russian troops crossed lines of enemy artificial obstacles on the administrative border of Dnepropetrovsk region, two settlements (Dachnoye and Filiya) have been liberated.

Units of the Vostok Group of Forces advance in a western direction on the territory of the Donetsk People's Republic and took hold over 25 settlements. Yesterday, the Armed Forces of the Russian Federation have liberated Kamyshevakha. It was the last settlement of the Donetsk People's Republic in the Vostok Group of Forces' area of responsibility.

At present, the liberation of Zaporozhye region is in progress, where the Group's troops have taken control of two settlements (Malinovka and Temirovka).

Russian troops are stepping up an offensive in Dnepropetrovsk region. The units took control over Voronoye, Yanvarskoye, Novogeorgiyevka, Maliyevka, and Zaporozhskoye.

The Dnepr Group of Forces are advancing in Orekhov direction. Russian troops took hold of six settlements in Zaporozhye region (Kamenskoye, Pyatikhatki, Stepovoye, Malye Shcherbaki, Shcherbaki, and Lobkovoye). Active engagements are taking place to liberate Stepnogorsk, Malaya Tokmachka, and Plavni.

According to the General Staff's plan, facilities of the the Ukrainian defence industry are being engaged by targeted massive strikes. During the spring-summer period, the strikes have been delivered at 76 critical targets. Priority is given to defeating enterprises producing missile systems and long-range UAVs.

In July–August, a series of high-precision massive and group strikes were carried out jointly with the Russian Federal Security Service (FSB) targeting key facilities involved in producing the Sapsan operational-tactical system.

As a result, the strikes neutralised design bureaus, workshops producing combat parts, control systems, and missile engines.

On 28 August, the following Ukrainian missile and aviation industry enterprises were hit in Kiev: Spetsoboronmash, Kiev Radio Plant, Ukrspecsystems, and Samsung-Ukraine, which produce components for the Sapsan operational-tactical missile systems, Grom-2 systems, and attack unmanned aerial vehicles; as well as the following airbases: Starokonstantinov, Vasilkov, and Kolomyya.

Last night, one more effective strike was delivered at the facilities of Yuzhmash and Design Bureau n.a. Yangel in Dnepropetrovsk, Motor Sich in Zaporozhye, and assembly workshops of the Pavlograd Chemical Plant, which produce engines, combat parts, and fuel for missiles, as well as control systems for unmanned aerial vehicles. In addition, aviation hardware and infrastructure were destroyed at ten military airfields (Ivano-Frankovsk, Lutsk, Dubno, Voznesensk, Cherkassy, Kanatovo, Kolomyya, Ozernoye, Vasilkovo, and Starokonstantinov).

An analysis of the state of the Ukrainian troops shows that during the spring–summer period, the enemy concentrated all efforts to slow down Russian offensive. However the enemy sustain heavy losses.

As a result, the AFU are forced to redeploy the most capable units from one crisis direction to the other to ‘plug the holes’.

At the moment, the strategic initiative is entirely in the hands of Russian troops.

It should be noted that the material basis for our successful actions is the industry's timely delivery of the required quantity of high-precision weapons, missiles, ammunition, weapons, and military hardware.

However our soldiers and officers, who show the best features of Russian military in combat missions, such as loyalty to the Motherland, military comradeship, army brotherhood and mutual support, have the key role in it.

During the 2025 spring-summer campaign, 120,900 service-members, of whom more than 101,000 are soldiers and sergeants, were presented with state awards for their courage and heroism during combat missions.

In the course of combat operations, the tactical-level commanders (of battalions, regiments, brigades, and divisions) have fully mastered the skills of organising and conducting combat operations, and are acquiring new techniques and unusual methods of action, which are successfully employed in a combat environment.

The Joint Group of Forces will continue missions of the special military operation by offensive operations.

Today, we will clarify the tasks of the groups of forces in all directions for the autumn period.”
