Russia has informed the United States, the United Nations and the Organization for Security and Cooperation in Europe (OSCE) about how Ukraine violates the moratorium on strikes targeting energy facilities, Russian Foreign Minister Sergey Lavrov has told reporters.
He also said that Moscow has put forward concrete proposals regarding practical implementation of the Black Sea initiative.

Ukraine’s violation of moratorium on energy strikes
Lavrov and Defense Minister Andrey Belousov reported to Russian President Vladimir Putin that Ukraine is not complying with the moratorium on strikes targeting energy sites: "Belousov informed that the moratorium is not being observed, that Russian energy facilities are attacked all the time, with a pause of maybe one or two days, and listed all facilities targeted by Ukrainian drones over the period, including the past night. I continued in that same vein."
Russia has sent the list of violations to United States Secretary of State Marco Rubio, and to its representatives at the UN and the OSCE "so that they can present concrete evidence about what the word of the current Ukrainian authorities is worth, if you can call them authorities at all."
Moscow is "one hundred percent" compliant with the moratorium.
Contacts with the US
Russia and the United States are preparing for a new meeting aimed at addressing annoyances in bilateral relations and normalizing communication. In the meantime, there are ongoing contacts by telephone and video conference.
"We can observe some progress and willingness on the part of our US counterparts to remove these barriers to the normal functioning of diplomats in our capitals, which are entirely unacceptable from the standpoint of diplomatic practice."
Russia did not initiate the obstruction of diplomatic work: "Even the Obama administration was active in this regard."
Black Sea initiative
As far as the Black Sea initiative is concerned, Moscow needs concrete deeds, not empty promises; the US side has promised "to respond soon."
Putin asked at a session with permanent members of the Russian Security Council to talk about the meeting with the United States representatives on the resumption of the Black Sea initiative.
Moscow has made specific proposals for the practical implementation of the Black Sea initiative.
"We supported, as I have already said, the readiness of the United States, which was recorded on paper after the March 24 meeting, but added specific proposals on how this can be done in practice."
Such proposals are absolutely necessary so as not to repeat the failure of the initial Black Sea grain initiative, approved in 2022 and launched by UN Secretary General Antonio Guterres.
"Part of the package is dedicated to promoting exports of Ukrainian grain, and the second part is dedicated to exports of our grain and our fertilizers. The Ukrainian part has been working all this time, we have respected our obligations. Nothing has been done in Russia’s interests, which were fixed as obligations of our partners in the framework of that initiative."
