Press release on Foreign Minister Sergey Lavrov’s meeting with Secretary-General of ASEAN Kao Kim Hourn.

On October 13, Foreign Minister Sergey Lavrov held talks with Secretary-General of the Association of Southeast Asian Nations (ASEAN) Kao Kim Hourn who is in Moscow on a working visit.

In the context of the 35th anniversary of Russia-ASEAN relations, which is marked this year, the parties held a substantive discussion on ways to implement the objectives set by Russian and ASEAN leaders at the anniversary summit held in Kazan on June 17-18. They also discussed measures to advance the strategic dialogue, focusing in particular on strengthening coordination within international and regional forums.

The importance of ensuring security and stability in the Asia-Pacific region was highlighted, as well as enhancing cooperation in addressing new challenges and threats, implementing joint practical projects, and developing socio-cultural ties, including among young people.

The discussion also addressed prospects for harnessing the potential of ASEAN, the Eurasian Economic Union and the Shanghai Cooperation Organisation to further develop effective cooperation among regional platforms across Greater Eurasia.

Foreign Minister Sergey Lavrov’s opening remarks during talks with ASEAN Secretary-General Kao Kim Hourn.

Mr Secretary-General,

Friends,

It is a pleasure to welcome you to Moscow. I hope your stay in the Russian capital will be productive and mutually beneficial.

You have a busy programme ahead of you, which includes meetings at the Presidential Executive Office, talks with the heads of several federal ministries, a visit to the Eurasian Economic Commission, and participation in the Russian Energy Week International Forum. You are also scheduled to meet with representatives of Russia’s business and academic communities, which is another important part of your programme.

This is your second visit to Russia this year. In June, you took part in the Russia-ASEAN Summit marking the 35th anniversary of our partnership. I would like to thank you once again for the constructive role played by the Secretariat under your leadership in preparing for and organising the summit, as well as drafting and agreeing on its final documents.

Today, we have an excellent opportunity to review how the decisions taken by the Russian and ASEAN leaders at the summit are being implemented. These decisions cover a wide range of areas, including politics and security, addressing new challenges and threats, trade and economic ties and investment, as well as cultural, educational, and humanitarian cooperation.

We are also engaged in substantive discussions on expanding our cooperation into new areas, including maritime security, pandemic prevention and response, and dialogue on youth and customs issues.

I would welcome your views on prospects for Eurasian integration, particularly in light of your meetings with the heads of the EAEU and the SCO executive bodies during the summit in Kazan.

Advancing our strategic partnership with ASEAN remains one of Russia’s unwavering priorities in Asia and Eurasia. We see the Association as a reliable partner. Our relationship is built on many years of cooperation on the international stage and an expanding range of practical projects that are being put into action.

We share the goal of building a fairer multipolar world order, including across Greater Eurasia, which is home to the Russian Federation and ASEAN member states.

Since the beginning of our relations, Russia has consistently respected ASEAN-centred security architecture in Southeast Asia and continues to uphold this principle today which is reflected in our efforts to advance President Vladimir Putin’s initiative to establish the Greater Eurasian Partnership as a material foundation for continent-wide security architecture.

We have much in common in this regard, and I look forward to engage in thorough discussion of these issues with you today.
