Wang Yi met with Sergei Shoigu – Russia and China discuss security issues

China's top diplomat Wang Yi met with Sergei Shoigu, secretary of the Russian Federation Security Council, in Beijing on Sunday, Xinhua reports.

Wang, a member of the Political Bureau of the Communist Party of China Central Committee and director of the Office of the Central Commission for Foreign Affairs, welcomed Shoigu's visit to China for a strategic dialogue as designated by Russian President Vladimir Putin.

Wang noted that the world is increasingly undergoing both changes and turbulence, with the post-war international order and norms governing international relations severely impacted, and the world faces a real risk of regressing to the law of the jungle.

As major countries and permanent members of the United Nations (UN) Security Council, China and Russia have the responsibility and obligation to practice true multilateralism, safeguard the international system with the UN at its core, advocate an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, and work to build a more just and reasonable global governance system, Wang said.

The situation in various parts of the world continues to deteriorate this year, Russian Security Council Secretary Sergey Shoigu said at a meeting with Chinese Foreign Minister and Director of the Office of the Central Commission for Foreign Affairs of the Communist Party of China, Wang Yi, TASS reports.

"Indeed, 2026 has begun very dynamically. We are observing profound changes in the entire global order. The situation in many parts of the world continues to deteriorate," Shoigu said.

"In early December in Moscow, we held thorough and useful consultations with you on the global agenda and strategic security. However, time is changing rapidly, and the international situation is changing with it. This dictates the need for regular synchronization on pressing issues of international security," Shoigu noted. "In what seems like a short period — just over two months — so many events have occurred that previously they might have filled a year, or even more," he added.

The high effectiveness of intergovernmental cooperation between Russia and China is the result of deep, trust-based relations, Sergey Shoigu said at a meeting with Chinese Foreign Minister Wang Yi.

"I would like to emphasize that the high effectiveness of intergovernmental cooperation between Russia and China is the result of deep, trust-based relations grounded in the principles of equality, mutual respect, and the pursuit of a balance of interests," the Russian Security Council secretary said.

"These foundations are enshrined in the landmark Treaty of Good-Neighborliness, Friendship, and Cooperation between Russia and China, whose 25th anniversary we are marking this year. The document fully retains its relevance and rightfully serves as a benchmark for equal and mutually respectful engagement between our two countries," he added.

The Chinese authorities believe it is necessary, together with Russia, to jointly work toward building a more equitable system of global governance, according to Wang Yi.

"China and Russia, as major world powers and permanent members of the UN Security Council, bear responsibility and obligations in <…> advancing comprehensive and inclusive economic globalization and shaping a more just and rational system of global governance," he said at a meeting with Russian Security Council Secretary Sergey Shoigu in Beijing.

Wang Yi noted that Beijing and Moscow should promote the development of "genuine multilateralism, preserve the international system with the UN at its core, and uphold fair and orderly multipolarity.".

The Chinese authorities seek close contacts with Russia in the field of security and consider it necessary to strengthen them, according to Wang Yi.

"We must maintain close contacts on important issues related to the security of both countries and strengthen mutual support on matters affecting each other’s core interests," he emphasized at a meeting with Russian Security Council Secretary Sergey Shoigu in Beijing.

Wang Yi recalled that Beijing and Moscow are advancing a comprehensive strategic partnership for a new era. As he noted, China and Russia should "defend common interests and contribute to global peace and development.

China and Russia can take advantage of broad prospects to develop bilateral relations in 2026, Wang Yi said.

"The Year of the Horse is approaching (celebrated according to the lunar calendar and falling on February 17 this time — TASS). May in the coming year China-Russia relations advance dynamically with the energy of the dragon and the steed, opening new horizons," he said at a meeting with Russian Security Council Secretary Sergey Shoigu.

Wang Yi called Sergey Shoigu a long-standing friend. He also noted that the international situation in 2026 has become "even more complex and unstable."
